Layout? What layout? This site needs a lot of help in the layout department, as there seems to be no order to anything.
Large banners are used for the navigation, but it appears they were taken from various sites. I have to even wonder if the owner read them, because the first one says "Deviantart Fan Club" on it and that's not where it leads to. I also recognize one or two banners from my site and I think some from either BSSMLA or SailorDream. I would recommend making the navigation available as text links on the left or right side of the layout. More importantly, the navigation should stay consistent throughout the whole site.
The backgrounds are WAY too busy, and to be honest, I can't read a thing on the info pages. I'm going to suggest the same thing I did for Magical Project Justice - SUBDUED BACKGROUNDS. Admittedly, this is still a 2 minute knockup and a bit crap, but we can see the difference the subdued text space makes, right? Example
I keep being asked to install a plug-in. I assume it's for background music, and if it is...ugh, don't do it.
There are also too many animated .gifs, which is probably why the site seems to keep running out of bandwidth. If some of those are removed, it would help the bandwidth issues and make the pages less busy. An alternative would be to list them with text links and a description so only the ones a visitor wants to see can be viewed.
Text and Info - 5/10 -
The info isn't too bad, but a lot of it is copy and pasted from others sites. Not really that interesting.
Speaking of copy and pasting, I'm going to do that for this next critique, because its the same advice I had for Magical Project Justice: Besides the bright text on bright background problem, there are other formatting issues. The text is quite large. I would recommend making it a smaller 12px(1em) font size. Also, I would recommend the use of bold text or italics to seperate the actual bio information from the headers (see the above example). In addition, the bio blurbs need to be better divided into actual paragraphs.
Interactive - 6/10 -
There are some YouTube videos to watch, but there are no descriptions of the videos so you can't tell what you just clicked on until it loads. The downloads are all either .mid files or .gif files.
Originality - 3/10 -
There just isn't anything unique about the site, unfortunately. Try to find a niche and specialize in something.
Return Factor - 4/10 -
There's just not much on the site and it's the same info that can be found on larger sites. It does seem to be regularly updated, so hopefully it will continue to grow.
Overall - 21/50 -
Not a spectacular site, but most of the problems it has can be chalked up to being a new site. With a decent layout, some more content and a better host, this could become a good PGSM resource.
